The Council is governed by a 35-member
board of directors - 2/3 locally elected county and municipal
officials, and 1/3 gubernatorial appointees. The Council
also has 4 nonvoting ex-officio Governor's appointees representing
state and regional agencies.

Policy Committee
Responsibilities:
Provide policy direction, input
and recommendations to the Board of Directors on general
planning and growth management policy, strategic regional
policy planning/visioning, local government comprehensive
plans and amendments, local government evaluation and appraisal
reports, Developments of Regional Impact, optional sector
plans, Base Reuse Plans, Campus Master Plans, Florida Quality
Developments, Intergovernmental Coordination and Review
projects, Power Plant Ten-Year Site Plans, Electrical Transmission
Lines, Natural Gas Transmission Lines, and any other issue
appropriately coming before the Committee.

Personnel, Budget and
Finance Policy Committee
Responsibilities:
Provide policy direction, input
and recommendations to the Board of Directors on annual
agency budget and revisions, investment and finance policies,
personnel policies, purchasing policies, annual audit review
and reconciliation, annual executive director employment
contract, and any other matter appropriately coming before
the Committee.

Florida Regional Councils
Association/Legislative Policy Committee
Responsibilities:
Provide policy direction, input
and recommendations to the Board of Directors on external
legislative initiatives and proposals as well as develop
legislative positions appropriate for the Region and the
Council and any other issue appropriately coming before
the Committee. Members shall also be selected to represent
the Council on the Florida Regional Councils Association.

Representative
Strategic Regional Policy
Planning Committee
Responsibilities:
Provide policy direction, input
and recommendations to the Board of Directors on the update
to the Strategic Regional Policy Plan. This includes understanding
the existing plan, reviewing the assessment of the plan
due in March 2011, staying current on the progress of
the Regional Community Institute as they complete First
Coast Vision (target date September 2011), and guiding
staff as they incorporate First Coast Vision into the
draft SRPP.
This will also entail recommendations, oversight and participation
in the public process required by rulemaking for the updated
SRPP, disposition of public comment, formal submission
to the Executive Office of the Governor, incorporation
of the Governor’s findings, formal adoption by the
Board of Directors and final resubmission to the Executive
office of the Governor.
