Did you know that an approved Comprehensive Economic Development Strategy (CEDS) allows the entire seven county Region (Baker, Clay, Duval, Flagler, Nassau, Putnam, and St. Johns Counties) to be included in the Economic Development District and eligible for Economic Development Agency (EDA) funding? The development and implementation of the CEDS for the Region is one of two primary areas the Council focuses on to advance economic resiliency. The second area is economic modeling to demonstrate the impact of various development scenarios at the county level and within the Region.
Following the approach that economic development planning is a regionally driven process, the development of the 2014-2019 update to the Northeast Florida Comprehensive Economic Development (click here for CEDS) Plan was completed by a private/public committee chaired by Dr. Perry Bechtle of Mayo Clinic and adopted by the Northeast Florida Regional Council on September 4, 2014.
The private/public committee coalesced around a theme for our Region: marketing our strengths as leaders in talent supply, business climate, and innovation. Vital projects include enriching alliances with Regional Education Facilities and Regional Healthcare Facilities to capture research hub opportunities leading to product development and ultimately exports through the transportation infrastructure like JaxPort. Now, for the next 5 years, regional champions have a doable action plan to execute, creating a resilient region in Northeast Florida.
The plan contains an in depth examination of the comprehensive studies completed by the communities in the region. This crosswalk avoided duplication, but more importantly, enabled the Committee to foster the focus areas already selected for our region. These plans include, but are not limited to, Innovate NE Florida, First Coast Vision, Strategic Regional Policy Plan, the Brentwood Health Impact Assessment, Jax2025, Prosperity 2021, Baker County Urban Growth Strategy, Six Pillar Caucus of Northeast Florida, and Recession, Recovery, and Beyond, Power Up Jax, St. Johns Academies and Northeast Florida Coordinated Regional Mobility.

The Council participates in economic development initiatives throughout the Region as advocates, technical assistance providers and conveners of economic projects. As a member of the JAXUSA Partnership, the Council uses the REMI, Inc modelling software to analyze the economic impact of projects within the Region and at the County level.
