Regional Resilience Action Plan - Phase II
The Northeast Florida Regional Council (NEFRC) and Resilient First Coast (RFC) are proud to announce the completion of Phase II of the Northeast Florida Regional Resiliency Action Plan (RRAP) in Summer 2025. This plan is designed to protect our region’s people and assets from the current and anticipated impacts of climate change and other hazards.
This voluntary, coordinated framework provides a comprehensive roadmap for implementing strategic solutions to address issues such as flooding, heat, and hurricanes. The RRAP describes actions that NEFRC and RFC can take to improve regional resilience. This regional approach will advance resilience far beyond what could be accomplished by local governments working alone.
Phase II builds on the goals, objectives, and best practices established as part of the previous phase and provides detailed actions and partners for implementation. Establishment of metrics, funding streams, and additional partners will be part of Phase III.
This living document provides cohesive guidance for building resilience and will guide action over the next five years.

The RRAP is a voluntary framework that can be utilized by local governments, regional entities, and other organizations. It serves as a foundation for developing strong policies and enforcement mechanisms, ensuring a sustainable future for our communities.
This living document provides cohesive guidance for building resilience, offering each jurisdiction tailored strategies to implement. As a dynamic resource, the RRAP will guide action over the next five years and be updated continuously.
Phase I establishes key goals, objectives, and best practices, setting the stage for Phase II, which will include detailed actions, metrics, and pathways for implementation. While the initial document is text-only, the final Phase II report will feature images, graphics, and other supplementary elements.
