Northeast Florida Military Installation Readiness Review

What is the Military Installation Readiness Review (MIRR)?

The Northeast Florida Regional Council (NEFRC) has been awarded a grant from the Department of Defense’s Office of Local Defense Community Cooperation (OLDCC). This funding supports the development of a Military Installation Readiness Review and Implementation Plan (MIRR), a collaborative planning initiative focused on a multi-hazards approach to identify risks and vulnerabilities beyond the fence line of our military installations, key factors that impact mission readiness in Northeast Florida. 

To lead the technical efforts, NEFRC has selected Jacobs Solutions Inc. as the project consultant. The project team, in partnership with key stakeholders, is dedicated to identifying natural hazards that affect military readiness and proposing innovative solutions that enhance mission assurance and build community resilience. This project is expected to be completed by September 2026, assessing factors such as flooding, traffic congestion, land encroachment, aging infrastructure, and single-point utility failures.

The installations included in this study are:

  • Naval Air Station Jacksonville

  • Naval Station Mayport

  • Blount Island Marine Corps Support Facility

  • Camp Blanding Joint Training Facility in Clay County 

The Mission: Ensuring Military Readiness from Beyond the Fence Line

The MIRR process recognizes that military installations thrive when they have adequate support and relationships with the surrounding communities. Therefore, the project will evaluate infrastructure and needs outside the installations; this includes roads, utilities, housing, and vital protective habitats. Community leaders have also identified issues such as affordable housing, education access, transportation, flood mitigation, and regional supply chain challenges. With input and assistance from the Resilient First Coast Collaborative, we will identify innovative solutions for physical, social, economic, and green infrastructure will be identified.

The MIRR approach consists of three main phases, including:

  • Phase 1: Identifying and assessing threats, hazards, and needs - October 2025

  • Phase 2: Modeling and Evaluating impacts from potential threats and determining vulnerabilities – February 2026

  • Phase 3: Developing, evaluating, and prioritizing adaption strategies and creating an implementation plan – July 2026

The Process: What's Next?

With the kickoff complete, the MIRR team will embark on data collection, vulnerability assessments, and stakeholder interviews. A Technical Advisory Committee comprised of subject matter experts and a Steering Committee of military and civic leaders will guide this next phase. The goal is to develop a prioritized, fundable list of necessary infrastructure improvements that meet community needs and enhance national security. Stay tuned for ongoing updates about the project.
