In a powerful demonstration of regional collaboration, military strength, and long-term planning, the Northeast Florida Regional Council (NEFRC) launched its long-anticipated Military Installation Readiness Review (MIRR) on April 22, 2025. Northeast Florida has several unique and strategically located military installations, including Naval Station Mayport, Naval Air Station Jacksonville, Marine Corps Support Facility Blount Island, and Camp Blanding Joint Training Center. This event brought together military leadership, local elected officials, engineers, planners, resilience professionals, and community stakeholders, all driven by a shared purpose: to secure the future of Northeast Florida's military installations and strengthen the relationship with surrounding communities.
About the MIRR
What is the Military Installation Readiness Review?
The MIRR is a region-wide initiative led by the Northeast Florida Regional Council and its consultant Jacobs Solutions Inc. It aims to evaluate risks and vulnerabilities that could impact military operations due to environmental, infrastructural, and social factors. The ultimate goal is to enhance mission assurance and community resilience.
Why it Matters?
Military readiness extends beyond the fenceline of installations. Key military sites crucial to national security, such as Naval Station Mayport and Naval Air Station Jacksonville, are supported by local infrastructure, housing, and natural systems, highlighting the interconnectedness between military operations and community well-being.
Kickoff Event
The MIRR kickoff featured remarks from several distinguished leaders, including U.S. Representative John Rutherford, Jacksonville Councilmember Nick Howland, NEFRC President and Clay County Commissioner Jim Renninger, and Florida's Chief Resilience Officer Dr. Wesley Brooks. Each speaker emphasized the strategic value of the region's installations and the urgent need for enhanced resilience against growing environmental and infrastructure threats. Leaders from each installation of focus also provided insight into their missions and the challenges they currently face. We were joined by Captain Gregory DeWindt, Commanding Officer of Naval Air Station Jacksonville, Commander Tellis Fears, Executive Officer of Naval Station Mayport, Colonel Luke Watson, Commanding Officer from Marine Corps Support Facility Blount Island, and lastly, Commander Colonel Todd Hopkins of Camp Blanding Joint Training Center Florida National Guard.

The Process: What's Next?
With the kickoff complete, the MIRR team will embark on data collection, vulnerability assessments, and stakeholder interviews. A Technical Advisory Committee, comprised of subject matter experts, and a Steering Committee of military and civic leaders will guide this next phase. The aim is to develop a prioritized, fundable list of necessary infrastructure improvements that meet community needs and enhance national security. Check back for ongoing updates on the project.
